Silent Ghost Note, where is Note Properties

Hi, I'm trying to make a ghost note. Supposedly I just "right-click the note, select Note Properties, then change the velocity to 0". The problem is that right-clicking the note does not pull up a window with Note Properties present. So where is Note Properties and how can I get there?
