New Section/System Time signature

Hello,
My new section, new system behaves the same. On previous editions I seem to remember that the new section would have time and key signature, but it doesn't matter whether I select section break or system break, they both behave the same - ie just a continuation of the music but on a new line.

Am I doing something wrong? Do I need to change settings somewhere, or do I have to manually add in all the time/key sigs for each new piece?
