You can select any contiguous range of measures. Several ways to do this, but the easiest is probably using the standard selection technique used in most programs: click one thing, shift+click another, and everything in that range is selected.

That I'm aware of. Let's say I want to select all the measures in the first staff and skip the second and also select all the measures in the third staff. Resulting in all the measures in the first and third staffs are selected and the second staff is not selected. (Who's On First)

Correct, selections have to be contiguous, both horizontally and vertically. So whatever you wanted to do with the first and third staves, do to them individually.
