Can this be done? I'd like to convert 3/4 to 3/8 so that I have the same number of measures as before.

You mean changing time sig and adjusting notes' lenghts at the same time?
No, maybe in 2 steps though, check the plugins https://musescore.org/en/project/halftime and https://musescore.org/en/project/doubletime, although they rare for 1.x only I think.

Those plugins (and others) don't work on 2.0.1.
Why? ???

2.0 uses a totally different plugin system; old plugins will need to be adapted (partially rewritten) in order to work in 2.0
