And what would you expect?
I would generally expect a full speed arpeggio followed by the hold, but I believe a fermata is implemented as a temporary tempo change, so I understand why it might currently work the way it does. Eventually it would be nice to have speed control for arpeggios. There are probably existing features requests for this.

Similar effects for any articulation; fermuta and trill makes for a slower trill rather than compensating for the change in tempo, et cetera.
