Replication of Choral music

Hello! I have attached copy of my work and original. I'm trying to get it to match as closely as possible. My problem seems to be having the proper number of measures cut off where I need them to. How would I get the OPEN MEASURE look as in original? Each measure isn't equal...the first stave has 4, the next one below has 5, then its back to 4, 5, 4, 5 with open measures and closed measures......thanks for any help

For the first measure, right click it > Measure properties and change the actual duration to 3/8

For the staves, once you entered all the music, go to Style > General > Check Hide empty staff and uncheck Don't hide empty staves in first system
