Exchange voices fails to exchange last note in incomplete bar.
A piece of music beginning with an anacrusis will often end before the last beat of the last bar, in order to keep the number of bars in the entire piece at a whole number. In a case like this exchanging voices seems to leave the last note(s) un-exchanged even though all measures in the staff were selected to be exchanged.
To reproduce the bug please try exchanging voices 1 and 2 in the bass staff in the attached file. You will see that the final bass and tenor notes do not get exchanged.

This bug was noticed with 9.6.3 and Nightly 3687 using Windows XP-sp3
It seems to be the same as the one noted by Johan - Posted on February 5th, 2010
