Please can anyone tell me if its possible for performance instructions such as poco rall or ritenuto etc to actually make the play back of the music slow down?

Yes, if you use tempo text , but if you want a more gradual change in tempo you'll have to simulate it with several gradually spaced tempos, all but one invisible.
Zack's method certainly works, but the tempos are absolute (if you change one you need to change them all). If you use Fermatas instead then the changes are relative and you don't get that problem.
