Is it possible you have installed some special version of any of the fonts MuseScore uses? Eg, FreeSerif, or Bravura, or Mscore (aka Emmentaler)? If so, uninstall them.
Hmm, I think there is a known issue with this, but only with Windows XP (and possibly Vista)?
See #39616: Flat signs appearing as boxes in user interface in Windows XP
It may stem from the 'translation' of "b" to "♭" in some languages (at least German, English UK and English US) on Transifex.
If that is the issue, you could try to delete C:\Program Files (x89)\MuseScore 2\locale\mscore_en_US.qm and possibly C:\Users\USERNAME\AppData\Local\MuseScore\MuseScore2\locale\mscore_en_US.qm (assuming that is your locale, adjust, if not)

I formatted my hard drive and re-installed windows 10. The only font installing programs I have installed is LibreOffice and Band In In A Box. I attached a file showing all fonts I have installed.
This is a strange bug.

Did you see and try what I wrote in https://musescore.org/en/node/87041#comment-384291?

Are you using something other than the U.S. English version of MuseScore? If so, the issue might be with the translation.
I deleted the file. I didn't fix it.
