Can't change clef
Note the misplaced bass clef on the second staff. Fix the staff clef to make it bass clef, delete the spurious clef, write it out, close, reopen.
It then goes back to the way it was.

The first time It tried fixing it, it crashed both MuseScore and my mac.

I agree that you should be able to change the clef but can I ask why you have two Treble Clef staves to start with rather than a Treble and a Bass (just curious)?
For what it's worth, your score also displays abnormal clef behaviour under Linux but it didn't crash. A score I created with Treble clef staves like yours and then changed to bass works normally so defintiely something particular to your score. Your score also behaved amnormally when I tried using a viola clef, saving it, re-opening it.

I added two staves "voice", which comes with treble. I wanted to sex-change the lower one to men, as standard in most choruses, and did so immediately. Try that, add instrument "voice" twice. I need independent staves (not grand staff) to get enough control over dynamics, collisions, etc.
Seemed to work fine until I saw the online upload. When I tried fixing and saving, I got crashes and failures.

I rescued my score by adding a new "Men" staff, and copying the whole second staff, whose success was a miracle, because it contains multiple time-changes (but this case, moving exactly-in-time-place, doesn't trip on that). But what I reported is still a bug.

No doubt it's a bug. Being able to reproduce it is the trick and then maybe someone can figure out why it happened and fix it..
