File does not obey compass bar command at the beginning

This setting takes effect only if there are multiple staves, in which this particular staff won't have the leading barline. Not sure whether that is the intention of that function though

If I am understanding correctly, that option is the one that in English says "Barline at start of single staff", so you are right that this should normally cause the barline to appear in your score. It does not, however, because you also enable the "Hide system barline" option in staff/part properties. So you need to turn that back off.
And due to a bug, you also then need you save and reload your score in order to see the barlines come back.

You also have a bunch of staff type changes set on the measures fo the second system, so any changes you make to staff/part properties don't apply to those measures - they have their own properties. Those changes don't appear to serve a purpose here and should be removed.
