1) Add a vertical frame above the 1st system on a page.
2) Add a text to the vertical frame
The vertical frame covers the header which in my case has the page number in it. The text of the frame is partially obscured by the frame.
Increasing the top gap of the frame does not seem to do anything if the frame is on top of the page.

As far as I can tell a page number at best (well) could collide with Text/Partname (which collide themselves)
So sort of the opposite of #296528: Headnotes appear inside the margin limit (good) and footers appear outside (bad) and #285361: Footer: add 5mm Y-offset to place within margin?

This is a known unfortunate quirk that has been around for years but was seldom an issue because headers were not used by default. Now that the page number is placed there by default, it causes problems more often.
What should happen is the header should be placed outside the printable area of the page - within the top margin. Or even have a separate area between the margin and the printable area just for the header (and same for footer).
But the workaround is to manually change the offset for the header text style, in Format / Style / Text Styles / Header, to use a negative offset.
