Yes. A basic assumption when writing a score is that all instruments will play the same measure at the same time. This would not work if one instrument takes repeat while other instruments continue straight ahead.
Indeed, as a big band director, I've experience first hand the kind of chaos that ensues if different parts have different forms. Perhaps you are thinking of avoiding writing out a vamp section for instruments that have the same content? I strongly recommend against doing that. Even if it were easier to do, your measure numbers would no longer be consistent, leading to further chaos in rehearsal.
But for the record, if the goal is to write "aleatoric" music with the parts deliberately not in sync, you could do this by exporting the parts to separate files (once they are otherwise done) then editing them as needed.
