I am not understanding your question.
The playback I'd expect from the screenshot you provided would be
75, 76, 77, 78, 79,
75, 76, 77, 78, 80,
75, 76, 77, 78, [81 - ....]

Hi,
So, for example, Prima Volt 1, has a repeat. I set the play count to 4, but will only play once and return back to the time pattern. Same for Prima Volt 2.

In addition to setting the play count to 4, also set the repeatList for that volta to "1, 2, 3" and then the 2nd volta start at "4"

setting that Volt 1 to 1, 2, 3 repeats back to measure 75 each time. I want the75-78, then 79 to be played 4x before going back to 75. Then Volt 2 same 4x to be played before going back to 75?

That's not how volta's work.
Try using normal repeats, a jump and a system text line to explain it instead (like in the attached).

Also have a look at the example in the handbook page: https://musescore.org/en/handbook/3/voltas#Play_count
You can, in the volta's repeat list. Also need to adjust the measure's play coount
