What happens then when you try
Select a time signature, measure, note or rest, and click a time signature in a palette (double-click in versions prior to 3.4).
or
Drag and drop a time signature from a palette onto a space in a measure, or onto an existing time signature.
For me that adds a time signature.

I have tried this over and over with no luck. I have double-licked the time signature as well as trying to drag and drop...also no luck. Can't figure out what I'm doing wrong.

Explain where you wish to add a time signature, what procedure you follow, what you expect to occur, and what happens instead.

I have tried to double-click on the C common time signature and drag it to the first measure but it would attach.

Right click an empty spot in a staff then choose Staff/Part Properties.
In the Staff Properties area you must check the box "Show time signature".
