Question on what appear to be voices
On the score of the musical I am arranging, I have come across this many time.
They appear to be a single note but with voices. (as can be seen in the image.)
I have entered these notes both ways, as a single note in voice 1 and in other passages with voice 2 overlayed.
There is no discernible change in the music sound when played back.
Is there a reason for scribing music in such a way?

Doesn't look like voices, stem down is on the wrong side of the note head for that

To me that's just one single note; but because the stem is handdrawn it was just drawn too long..
You can get that effect by tweaking the stem's y-offset (and ist length) in Inspecector

But you don't want that effect because it'll only cause future readers of the score to ask the exact same question ;-)
I think the composer toyed with the idea of making these chords but changed their mind or intended to come back later.

I think you could be right, but not for the reason you're thinking.
Going back over the complete score, I have noticed that they re-use passages between songs, with small changes.
Adding extra notes to create a chord or drop notes off a chord to make a single note.
The passage shown in the image is from one particular song, but the music is from a different song that uses full chords at that particular place.
The score is rife with these single notes with elongated staff lines.

As I get further into the score, I am beginning to see this.
As has been pointed out, the score appears hand drawn, if the composers were using copy / paste, it would explain it all.
Stems with no notes.
Edit:- I have listened to the 1974 soundtrack and all those chords missing from the sheet music are still being played, perhaps the sheet music master had an issue with the printing.

Probably those 1st chords gets repeated in the written rhythm

It's a shorthand for repeat chord/simile according to the written stemlet rhtyhm

While I have been doing music for a few decades, this is the first time I have ever come across it.

Most people don't come across much handwritten music. And copyists were good at efficient laziness ;-)
