"Tools / Respell pitches" is not repitch mode at all - it's completely unrelated, a way of automatically repselling accidentals according to an analysis of the intervals. I guess that's confusing that these two very different things have such similar names! To activate actual repitch mode, long-click the note input icon and select it from the popup menu.
By the way, in the Spanish version of MS4 they´re called "Renombrar alturas" (Rename pitches) for Re-pitch and "Reescribir alturas" (Rewrite pitches) for Respell pitches. Almost undistinguisable.

OK. This one for example:
PD. I select a note in input note, go to Tools, click on Re-pitch but it doesn´t block the notes duration. In MS3 it worked well for me.
