Surely... if you are moving the F-clef vertically, then it alters the meaning of the clef itself?
"Reducing space between lyrics and the F-clef" is not an adequate reason to try this. See Wikipedia on the topic of F-clefs:

I mean I simply want less of a gap between bottom lyrics and F-clef. It would still be an F-clef.

In that case:
Format > Style > Lyrics > Lyrics Text > Min. bottom margin > (reduce the value)

Do you mean the lower stave (the lower of the two sets of five lines in a standard piano part? Or do you really mean the clef (the curly thing that sits on the five lines)?
