Even an explicit whole note rest in a 4/4 measure means it is not empty. For clarity, an explicit whole note rest is left aligned, a measure rest uses the same symbol but it is centred. Note that a measure is empty only if it contains only a measure rest. Even an explicit whole note rest in a 4/4 measure means it is not empty.
