Try selecting the entire measure and applying the clef to that.
If that doesn't work, attach your score file (.MSCZ). It's usually not helpful to attach an image of the score.

Does not occur with version 4.4.4 (a regression)
This seems to be related to the layout (system break) linked to the presence of a repeat sign.Can be replicated from scratch.
