Still that is their purpose. Select an accidental in MuseScore and press F1, this should bring up all handbook pages that have set that context help tag. See also https://musescore.org/en/help
On which page did you see what you showed in the screenshot?
I don't see those 2 tags on https://musescore.org/en/handbook/edit-mode.
It is possible that not everybody has access to setting those, not sure. I seem to be able to and just did for a couple pages

Used for the F1 help in MuseScore, e.g. you select a notehead in MuseScore, press R1 and get shown the handbook page for note entry and noteheads

On MS site, in handbook page edit mode. I start to understand but not how to proceed.

Yes, these are toggles
