Measures not filling the end of a page?

I'm not sure if this question's been asked because I've only found information about if there are too many measures. Anyways, on the last page of a composition I'm working on, I have only four measures. I want them to reach the end of the page but they only go about 2/3s of the way and they do this in the parts as well. I tried the Breaks & Spacers but they don't seem to do anything. Is there a way to make these four measures reach the end of the page? I have a screenshot below.
