Select the measure. (Menu) Notes >Tuplets >Other... and choose 24/32. Then insert the notes with duration 2 (32ndth note). Or have four groups of six (possibly easiest to read) or some other grouping that suits you.
Make a tuplet for the whole measure rest (using the menu Notes->Tuplets...) and set the ration to 24/32. The score you are looking at omitted the bracket and number. This is not unusual in Harp music.
