Not quite. In the inspector there is an option, Span preset, also mentioned on the page you linked to, where one can apply various Ticks and Short barlines. I would have thought that it would be possible to make one's own presets (otherwise that setting does little more than what is already present in the barlines palette).
More concretely, I mostly use the Mensurstriche layout, but final barlines and double barlines between sections i want to go through the whole system. It is relatively simple to adjust that individually, but I would have liked to have a way to select the barline and then apply a span preset immediately.
