Multi Measure Rest
I have a measure containing 1 whole rest. With that measure or the rest within selected, I used these instructions from the On-Line Handbook below. On the Score tab I checked off Create Multimeasure rests and changed minimum number of empty measures to 8. but, nothing changed. What am I missing?
To turn multimeasure rests on or off:
Press M on your keyboard.
Alternatively:
From the menu, choose Style→General...
Click on the "Score" tab, if it is not already selected;
Tick/untick "Create multi-measure rests."

If I understand, one measure cannot be a "Multi"-measure rest. A multimeasure rest combines a number of empty measures into one with an instruction as to how many measures it represents.
Are you trying to expand a one measure rest into many?

It can, if you set the minimum from 2 (the default) to 1. It doesn't make much sense though

Insert eight empty measures, press "M".
What do you expect if there is only one empty measure?
Also the M multimeasure rest toggle key doesn't need anything selected
You seem to not understand what you are trying to do. When you press M, MuseScore turns consecutive measure rests into a singe multi-measure rest as long as all staves in the score or part have rests in those measures. It does not turn a singe measure rest into a multi-measure rest. By default, this is turned off in the main score and turned on for parts. Pressing M toggles this in the currently viewed score or part.
When you changed the minimum to 8, MuseScore only looks for 8 consecutive measures or more before it will make a multi-measure rest. If you want an 8 measure multi-measure rest, you need to insert more measures using either insert or ctrl+insert.
Contrary to what others have said, there should not be any need to insert measures. But you do need to write your score as if there was no such thing as a multi-measure rest. Once all the parts are complete, you may then press 'M', and consecutive rests will be converted to multi-measure rests.

I was able to get the multi measure rest to appear (like pulling teeth!) Now I want some text over it to say a cappella. Tried dropping staff and system text from tree view on left and also from Add -->Text, menu item, and I get nothing. Why is this so difficult?

It's so difficult because you are doing it wrong. Add->Text is for a frame, you need to add either staff text or system text.

You need to drop the staff text or system text onto the rest, not just onto the measure.

Creating multimeasure rests is extremely simple - just press "M". The trick is to have first created the empty measures. Want an eight-bar multimeasure rest? Then add eight empty measures and press "M". But best to not do that until you are done with your score, so you can continue to work with the measures normally Actually, in the vast majority of cases, you'd never need to enable multimeasure rests manually at all - they are generated for you when you generate parts from your score. The only time you'd ever normally need to enable multimeasure rests is if for some reason you are entering a single part without the full score.
To add text, simply select the first measure of the group and press "Ctrl+T", or double click the "Staff Text" in the palette, or use Add / Text Staff. Again, best to not have multimeasure rests enabled when you do this; that's something to enable only when you're done entering stuff.
