Need an instrumantion page and a cover (scenario) page
There is a multi movement dramatic piece (ballet) for which I need both an instrumentation page and a scenario page (to explain the setting and action.) The piece is completed on V 2.3.2. How can I add these two (or three) pages to the beginning?

Use frames. You can select a frame and add a page break to it if you need more room than on a single page.
Insert a (e.g. vertical) frame at the top of your first page, click on it, then double click a page break from the Breaks & Spacers palette.
This will create an empty page containing the inserted frame.
Click on the newly inserted frame and insert another frame, add a page break, to produce a second empty page.

Behold the first empty page. The title there is of Scene one. I want to overwrite with the title, scenario and instrumentation of the entire work, then add a page for scene one. I dragged down the existing frame to fill the entire page. Then ...all I want to do is have Times New Roman, italic and bold, and begin typing. I'm clicking and double clicking to no avail What is wrong?

I would attach a new vertical frame to measure 1. It will appear attached to the title frame. You can then right click and add text, the tool bar at the bottom will allow you to select your fonts. This will make it easier to make it invisible in your parts.

Handbook says:
To add text: Right-click on the frame, select Add, and chose one of the text options.
I erased the frame I showed you to overwrite title page. I right clicked ...nothing.
Tool bar gone.
I have a blank page (frame).

@penne vodka, instead of dragging...double-click the page break in the palette;
Highlight the text (double-click) and check the text bar at the bottom left. Something like that?

I thought it did not work because it would not do Times New Roman. Your examples helped prepare me for what to expect. (see PNGs) allora...sono contento...grazie!

Select measure 1, add a vertical frame. You can use the Menu Add->Frame->Vertical frame, or double click the frame in the palette. You can then right click inside the frame (not the outline) add select Add>Text.

I did what you said. At first it did not work because I expected the relative ease of a word processor. It would not allow Times New Roman (an affront to my heritage!), so I thought it did not work. Got it now. Thanks!

MuseScore is not a word processor as you discovered unless you were impressed by the TRS-80's version. Actually, it probably isn't quite that good.

Kinda burns my asphalt when I run into something as awkward as I am. It is difficult to center anything, indicator and tool bar disappear and I cannot choose the font I want. Once started and momentum established, it worked better.

If they haven't suggested it yet...
Use LibreOffice (or similar) to prepare covers and indexes. Save them as a PDF.
Explore PDFSam which will allow you to mix the prepared pages and the score exported as PDF.
For the score you can use the saved PDFs as an image.
It won't be a perfect result...

For mixing LibreOffice documents with PDFs there is also LOSA:

It is a LibreOffice document that can combine PDFs into a final PDF-Export if you have installed the free tool called pdftk.
Every now and then I mention it but it is mostly for more complex projects and you should be used to work with LibreOffice's Page- and paragraph-styles.

What happens if you extract parts from this score? Will each part also contain these extra pages?

Yes. But you can make that text invisible and change the hight of that frame to 0 there
