Rests don't have lyrics.
Although in 3.0 this is possible, but needs a special shortcut which escapes me right now

I'm not aware of a way to extend a melisma to continue under a rest, but you can select a rest, press ctrl+l and add a lyric. You have to do this for each lyric on a rest because the lyric input point will jump to the next note since the default behavior of lyric input is to skip rests. It's not possible to enter a melisma on the note before and then just a a melisma to the rest.
If we're going to allow lyrics on rests, then why not allow a melisma on a rest to be connected to the previous note.

This definitely violates the Principle of Least Surprise, since the interface allows you to continuing entering underscore characters right through the rest, and moves the lyrics cursor along as if the melisma will be displayed.
Note that you can extend the melisma through the rest by clicking on the rest, typing Ctrl-l and then an underscore. However, if you try to extend the melisma past the rest, MuseScore refuses to do so.
My suggestion is that if an underscore is entered for the lyric of a note and the lyric for the note previous to the current one (not including rests) is indicated as a melisma, the lyric for the current note should be a melisma (which should be drawn right through the rest) and the lyrics cursor then be moved to the next note.

The interface doesn't allow you to enter anything under a rest if you start under a note. Allowing anything under a rest was just added in version 3.0, previously it was impossible to enter a lyric under a rest.
My previous post agreed with your suggestion that melismas be permitted under rests if the previous note has a melisma (continuation line) at the end of it. Since this is by design, I have changed the severity to S5 - Suggestion.
I don't agree that this is by design. If it were, then you wouldn't be able to keep entering an underscore (_) right through a rest and have the cursor keep moving as if you were entering a melisma.
The problem here is not that you can't enter lyrics under a rest. The problem is that if you indicate a melisma on a note after a rest, it fails to graphically show a melisma under that note and fails to graphically connect that melisma to the lyric (or melisma) under the note before the rest. That can't be by design, so I changed this back to S4 - Minor.
Because you don't like the design doesn't change the facts. I didn't say I agree with the design decision. It's not a bug that needs fixed but rather a redesign is needed.
Lyrics under rests is a new feature. Contuomg to skip rests during normal lyrics entry was a concious decision, and this should remain the default.
Rest means silence, no sound, and so no word either.
I agree with the "no sound" part, but as used by George Fredric Handel the melisma continuing through the rest means that the sound stops with the rest and continues after a break. See the short portion of his Coronation Anthem III, Part 4 attached with my original comment for an example of this not uncommon usage
Do you really want to argue with Handel (of course, he's dead, and so can't argue back).
Repeat the last syllable in the first note after the rest (and start a new melisma, if need be)
