I used the menu Format->Page settings and set the scaling to 1.064mm and finally was able to get 4 measures per staff except the first one that has 3, which is ideal.
The size looks small to me, but I haven't seen it printed.

That score is too busy with 8th notes and lyrics to fit more that 2 measures in many systems at the current spacing setting and paper format
