shrinking measures
Why can't I put four whole notes on one page?
I've attempted ... control [ ... and I've attempted shrinking the size
I even attempted 'page breaks'

attach the .mscz file, there are many things you could have done that we can't see in a picture.

it's a LOT of pages...
some worked, some didn't... can't figure out the "why"

Remove interruptions, if there are any;
Page settimgs: scaling;
Check the position of the lyrics if there are any.

Did you take a look at the 'Bis' attachment?
Are page breaks the problem?

See responses above - page breaks are definitely the problem. Just delete them (the little cons above the last measure of each page).
