79 is more of a human whistle. The fonts I have, MS gen, Symphonic Soundfont and Aegean don't have it. If and when you hear of one, pass it on. I am looking for an alarming, harsh police whistle like Bernstein used in a number in West Side Story.
Now that I think of it, I've heard the police whistle when I've been playing with moving percussion notes on the staff. I put a note somewhere and pressed the up or down arrows and hear each new sound. One of the sounds always seems to be a police type whistle. I just tried this in version 3.1 and it seems this was fixed at some point so the sounds are limited to the defined sounds. Perhaps 2.1 allowed for undefined sounds to be selected by pressing the up or down arrows. I also tested the Aegean Symphony Orchestra and 79 sounds like a humpback whale :\
2.3.2 has the same edit drumset interface 3.x does so it seems to work the same way. This was changed in either 2.2 or 2.3. I'm pretty sure the old one existed in 2.1.
I got the whale, too. On my old midi keyboard nos. 83 and 84 are police whistles. The trick is to get the midi sound on a score for one tone, if possible.

Percussion sound 79 is simply "whistle" and most fonts I've hear have a police whistle as the sound.

The midi keyboard will send a percussion #83 or 84 to MuseScore and a soundfont will play its own #83 or 84.

install Polyphone, download the desired .wav samples from Freesound and make your own soundfont. life is easy (but short).
