What language do you have set in MuseScore? If system, then what language is set for your operating system?
Works fine for me, Windows 7, MuseScore 3.2.3 and latest development build (so basicalls 3.3 RC3), German settings, but also English (US)

It does not always happen. I'm using macOS 10.15. Language is set to English (US).
And you are using version 3.2.3? I seem to remember this happening earlier this year in a 3.0.something version or maybe 3.1, but that was fixed long ago.

I'm using Musescore 3.2.3.
I remember now. You have changed to font used in the tooltip. MuseScore expects a certain one and the one you are using is wider, so it gets cut off. I don't know if this is a QT only issue or one that MuseScore can fix, but it still needs to work better so I suggest keeping this open.
In Edit > Preferences > General > Style > Font style and -size I guess, defaults being "MS Shell Dlg 2" and "8"

Again, it does not always happen.
Issue persists in version 3.4
When moving mouse between buttons, the tooltip shows correctly. However, when moving mouse from anything that isn't a button to on top of a button, the tooltip gets cut off.
language: German
OS: macOS 10.15, Arch.: x86_64, MuseScore version (64-bit): 3.4.1.25011, revision: 20414b2
And i still can't reproduce, MuseScore 3.4.2, Windows 7, German
The issue seems to be only present on macOS. I tested on macOS Catalina and Windows 10.
Also occurs with 3.5 Alpha, with default fonts. Possibly a macOS only issue.
Came up again in https://musescore.org/en/node/311265
I can also confirm this. It seems to be language-independent, since I tested several languages. However, it seems that I can only reproduce it with the "
.AppleSystemUIFont
" font (default on Mac); with custom fonts, it is always correctly sized. As already said in an earlier comment, it only happens with the first button you hover; with a second one, it looks okay.
If I look really closely, it seems that not only the width is too small, but also the height is suboptimal, when you compare it with a correct tooltip. Look at characters like the "
g
", for example. It would not surprise me if this is a bug in Qt.
I'm counting six people in this report alone.
Same problem. Cut off when notes are selected, otherwise the toooltip is fully visible. The second icon hovered will show the full tooltip and then all tooltips are fully visible.
OS: macOS 10.16, Arch.: x86_64, MuseScore version (64-bit): 3.6.2.548020600, revision: 3224f34
