plugins not showing
Running 3.2.3 on Ubuntu 18.04 (from debs), I've downloaded the tempochanges plugin and it is showing up in the plugins manager, but when enabled is does not appear in the plugins menu. Same behaviour whether in home directory or /usr. All the pre-installed plugins enable correctly except abc_import. It is marked enabled when musescore loads, but not shown in the menu, and cannot be re-enabled. Another random download works correctly,

Try opening them in plugin editor, either directly or on attempt to run it from there, it should tell you what error it ran into. Likely a missing Qt compoment, like QtQuick

Spot on, Jojo. Qt.labs.settings missing. Can I fetch that somehow?

Probably. Just need to find out what Qt package that is a part of.
Maybe qml-module-qt-labs-settings as a quick Google search coughed up
