Bar over rests
Very often in scores a bar of 1/8 or 1/16 notes extends over the rests between the notes. I think Sibelius is capable of doing this. This feature would clarify a score (and parts as well) significantly by helping one to perceive the rhythm.

By default MuseScore indeed breaks beaming over a rest. But you can change this easily:
1. Select the notes that should be beamed
2. In the Beams pallette double click on the 2nd icon (middle beam)
I believe you probably even only have to set middle beam option for the rests and can leave the notes on auto.

No, it does not work over rests. I am using different beam options for collecting groups of notes to emphasize, say, asymmetric rhythms.
