When I append a block of bars, I can't seem to change the time signature of the new block.
How do I add a block of bars with a different time signature than the original block of bars?

Yes, release the mouse when the bar changes color
Drag, without holding down Ctrl, if you want to apply to all systems (accollature).

I think there might be a misunderstanding here. I believe you are talking about a simple time signature change - a piece that starts in one time signature, then changes to another. No need to use Ctrl to do this - just add the time signature normally, as described in the Handbook (eg, drag from palette to a measure, or select one or more measures then double click the palette icon). The only time you need to use Ctrl is in the extremely rare case where you have a score for multiple instruments and you want one instrument to be in a different time signature than others, *at the same time*. I don't think that's what you are asking, but if it is, indeed, Ctrl while adding the time signature will cause it to apply to that instrument only while leaving the others at the original time signature.
Append one bar. Drag the appropriate time Signature onto that bar. Now append more bars and they will be in the same Time Signature.
