If you don't want then to appear at regular intervals, then simply turn them off in the style options and then enable them for individual measures using Measure Properties. That would be highly unusual, though - measure numbers are normally present at regular intervals. It's possible you are actually asking about rehearsal marks, which you can also add, see that section of the Handbook instead.
Right-click into the measure > "Measure properties" > "Add to measure number", there it does also take negative numbers.
Also Right-click into the measure > "Measure properties" > "Don't count this measure", like for pickup measures

What about if you need to start on a different number, not start on number 1?
