staff spacer up/down

I have been trying to use the staff spacer up and down on the top measures because the notes are interfering with my lyrics but it doesn't seem to be working for me. It worked well for the Chorus measures but top measures I can't seem to get it to work.

I click the pick up measure and click the staff spacer up icon and it doesn't seem to move the staff up. If I double click it once its in place and drag the arrow up it doesn't drag the staff up. Perhaps I am not applying it correctly?
