Regression—scroll bar for Navigator always appears
1. Open attached score (produced in 1.3).
Result: Scroll bar for navigator appears, regardless of pages.
Using MuseScore 2.0 Nightly Build (c7323dd) - Mac 10.7.5.

I tested his one line change. It is much harder to get the redraw loop, but it still cause issues.
I removed the scrollbar in 2.0.3 but the loop problem is back... See for example https://musescore.org/en/node/109111
I will reenable the scrollbars...
Also the blue rectangle in the navigator, indicating which parts is in view, is gone, bug or by design?
Suggested solution to avoid causing #113396: High CPU usage with navigator on again: Instead of having the scroll bar take space from the Navigator, have it take space from the score. That would cause the blue rectangle to be a different size, but there's no way that could cause any kind of loop problem.
