For me it worked just fine with IE. Also you might better contact the website owner his email address is listed there...

Well the problem is this is a school computer and it blocks certain sites, and I don't have anything else I can download it on

And asf ar as I know, that is already true for 1.3. There are lots of people using MuseScore for this already. Do a search of these forums and you'll find discussions of tip and techniques.
