Wrong key signature being transferred or dragged
When I drag one sharp over to the staff, it transfers 4 sharps. If I drag 2 sharps, it transfers 5 sharps. What am I doing wrong?

Why do you assume you're doing something wrong? :)
You're surely, unless I myself be wrong, utilizing a key-specific instrument.
One option is to enable concert-pitch available up on the top-right of the program;
Do this prior to changing the signature and the result should correlate to the number of sharps selected from the palette.
And, as some old folks have said, God love you.
Quite normal when using a transposing instrument
You're using an E-flat instrument. For 1 sharp you need to drag 2 flats, for 2 sharps drag 1 flat and so on.
And don't do this with concert pitch turned on. It will confuse you. Keep concert pitch turned off so you get the correct key signature in the instrument.
