They are accents.

They aren't accents above the multi-measure rests, those are above the slash notation. Above the rests is looks like it says something ROLE. Perhaps they aren't 5 rests but rolls (misspelled). Perhaps listening to the song would help.
I think it says "Rhythm" or just "Rhy" I think. It means just continue playing "time" without any specific accents.
