I have tried disconnecting and re-connecting as well as re-starting the program multiple times, and the headphones work with other programs on my computer (all other programs such as games, Musescore2, and internet) but they refuse to operate with Musescore 3

Do thy show in Edit / Preference / I/O? What happens if you select them? May also need to press Restart Audio and MIDI Devices.
