Yes it is. Start with 7/4, then rightclick that and change it to 2+3+2/4

Right-click. time sig properties
You can also change the default beaming to make note groups (e.g., eighth notes beamed as 2 + 3 + 2).

I have a score sample by a famous living composer. The time signature is 2/4 + 1/8 and he set the metronome mark to: (Quarter = 100). How is it possible to set such metronome mark?
This time signature induces a 2 beats bar but each beat has not the same duration.
If you can explain …

So this basically is a 5/8 time sig.
With MuseScore you can't create a 2/4+1/8 sig, but you can create a 2+1/4+2 one, using the methods described abope, and set a suitable beaming for this too.
The tempo is not a problem at all, just take an existing quarter=80 and changg that 80 into to a 100

well that timesig has 3/2 beats, 3/2 quarter notes, so why should quarter=100 not be possible as a tempo? Esp. as in MIDI a beat is always a quarter, so BPM really means QPM

That's Right. So now how is it possible to choose the quarter as a tempo mark? You will have 5/2 beats.
In my mind, 5/8 time sIgnature is a 2 beats bar.

Why should it not? 5/8 is not 2 beats, but 2 1/2 (quarter) beats
