Can't scroll on palettes when cursor hovers over it unless we click on it.
Not sure if this should be in the "Support and bug reports" or "Feature request" forum. Since we used to be able to scroll just by hovering over it, why removed such a convenient feature? Or maybe there are other problems that's affected by this that I didn't know of...

I don't know what you are talking about. Scrolling without clicking still happens everywhere I've tested through version 3.3.2.

Uhh, I was adding notes to the sheet when I needed music signs, I hovered over to the palettes and I couldn't scroll until I clicked on it.

I just did that and had no problems. I pressed N for note entry mode, moved my cursor to the palettes and scrolled. At first it was a little slow to respond, but then it worked as expected.
You can scroll by hovering from anywhere, except when you are on the "Palettes" title and "Add Palette" button or "Search" input-box at the top of the Palettes window.

It is still the same the other way around. When I click on the Palettes, I can't scroll on the sheet I'm working on unless I click on it manually.

Windows 7, though I don't think that has something to do with it.

I think you're right, and we are experiencing this difference because of a default setting in Win10.

This is a system setting of windows 10. I don't think it's in Windows7.

Pretty sure there won't be any more significant patches to Windows 7.
