Can't transpose notes, only noise.
I can only transpose how the song sounds, not the notes. I'm using a song that I looked up, planning on transposing all parts, or putting them into my clarinet key of B flat, but the transposing isn't changing the notes! I'm on MOBILE and urgently need an answer.

Can you share the score and describe the steps you take?
If you want to transpose to a b clarinet it can.be as simple as changing the instrument to that

Should be the first one to come up. Anyway, right above the title next to the heart there are three lines with circles on them. I click it and then the transpose thing shows up under the tempo selection. I click the plus sign 3 times, so it shows up as B flat, G, or value:+3
Then I go back to the music. It won't change the notes, only how it sounds when I click play.

Sounds like you are talking about the mobile app, that's a musescore.com thing, best to ask over there on that site.
