More control over when notes collide?

I'm sorry if this has been posted already, but I've done a lot of searching and I can't find how to do it anywhere. I have the following rather complicated bar for piano:

I'd like to get the B flat highlighted in red to the other side, making the pair of quavers clearer and improving the general readability. I've tried fiddling about in the inspector but I have to adjust three things at once and the beam between the quavers doesn't cooperate; I've tried swapping the parts but it seems to make the same decisions either way; I've tried under style and there doesn't seem to be anything appropriate.

I've looked over the internet and I haven't been able to find a way to control this. I'm thinking something in the inspector when highlighting a quaver: "Collision avoidance: Auto/Left/Right".
