MUSECORE FILE PLAYBACK UNPLAYABLE
While working on this piece, I have noticed a couple of issues/bugs. Firstly, there is a quiet static that plays in the background(only when instruments are playing). On top of that, (and this is an issue I have been dealing with for a while now on multiple pieces), there is a weird floppy disk/lagging playback sound that occurs at certain spots. I have attached the file down below. It is unfortunate because I am on the edge of abandoning it due to it's inability to be played. Does anyone know how to fix these issues?

I might also add that I am using version 3.0 of Muscore

You are not, you are using 3.4.2. Still old enough to be worth getting updated to the currenytly latest 3.6.1
You're using a kind of old version, first step would be to update, not that I expect that to solve this. more likely your computer just has insufficient resources - some other program hogging the RAM or CPU, etc.
I have now installed the newer version of muscore, and loaded my score up onto it. The static issue is gone, and the lag appears to be better. However there is one spot in particular that seems to lag every time (even with the update), measure 46. As far as my computers capabilities, I have no other apps or programs running while I use muscore. I usually close everything down prior to using it. Is it a specific instrument causing this issue or just a playback error that's beyond fixing?

It plays fine for me, It does help to play twice, often the needed info might be "swapped out" by the OS and not actually in RAW the first time you play, so the second playback will usually perform better.
I had that problem (repeat bar :|| was not respected) until I decided to "revert to factory settings".

For the record, what that probably did was turn the "play repeats" button back on, which is the default setting. You must have accidentally turned it off previously. If it happens again, simply turn that button back on, no need to revert to factory settings,
