Is there a way to enable the "Snap to Grid" settings as default?
I really like the snap to grid ability, but I am always forgetting to enable it until I have moved a few things and then remember.
Is there a way to set them on by default?

No. But just get into the habit of not dragging things around, instead use the inspector and the offset settings
