Capo and shifted tunings impact standard notation

I assume this was the result of a comment recof exactly how such a feature should work, so there is a nice clear understandable consensus. Then one can make the formal Suggestion to the issue tracker, with that nice clear summary directly in the Suggestion as a opposed to just a link to a thread with the full discussion of all the different possibilities.

To me, the intended behavior isn't yet sufficiently clear from the original discussion to warrant posting the Suggestion. But rather than move further discussion here and thus lose the context, I think it best to flesh out the discussion in the original thread. Once there is consensus on a nice clear description of the proposed new feature - say, a simple paragraph and a single notated example - then it's worth filing the official Suggestion.
