Did you follow the steps in the Handbook? At what stage does it fail to work for you>?
Your example score has a hidden System Text object with a swing setting of 60%.
You get one of those (but not hidden) if you click the Swing marking Palette>Text. MuseScore will place it at the note you've selected.
Alternately you can set the swing percentage in Format>Style>Score>Swing Setting: Eighth note. The default percentage isa 60%, which is nicely softer than the textbook 66.66...% swing.
