It works on a range selection, which could be part of a bar, an individual bar or several bars. Click on the first note or rest you want to include and then SHIFT+Click on the last note you want to include. See https://musescore.org/en/handbook/3/selection-modes#range-select for more details of how to make a range selection.

This is indeed true, but for the record, while it does operate on a range selection, it "rounds up" to the nearest full bars. Otherwise it gets too messy figuring out how to handle notes that start before the start of the selection or continue past it.

It was a full bar. I haven't had time to check it yet.

Yes, it does.
Be sure you are selecting a bar and that it shows the selection rectangle before you use Tools > Voices.

I did that. However, re: the post just before yours, I selected the bar itself, not note to note.
I will see if that works.
However I think that selection of a single bar, by selecting that bar, should work.
